We provide independent, expert oversight to ensure full compliance with the Building Regulations across all stages of the project. Our role includes undertaking restricted activities carried out by a Registered Building Inspector such as plan checks, site inspections and proactive collaboration with the design and construction teams to support a safe, compliant, and high-quality delivery in line with regulatory requirements.

Our Role: Registered Building Control Approver

JPI supports several leading office and retail fit-out contractors and designers with expert building control services. On this sixth-floor CAT B fit-out, we acted as the Registered Building Control Approver, overseeing compliance with Building Regulations throughout. The project involved a complex BS 9999 fire strategy, requiring close coordination with the design team and careful review of escape routes, compartmentation, and safety systems. Our work included detailed plan checks, consultation, and site inspections, ensuring safe, compliant delivery in a challenging fit-out environment.

Erection of New 16 Storey Hotel Building

Our Role: Registered Building Control Approver

JPI is appointed as the Registered Building Control Approver for this new 16-storey hotel development. Early in the process, we issued statutory notices to initiate and regulate the project in line with Building Regulations requirements. Our role includes detailed plan checks to ensure full regulatory compliance and identify potential issues before construction begins. We provide ongoing building control consultation, attending design team meetings to guide and support compliant design and construction practices. Throughout the build, our team conducts rigorous site inspections to verify that work aligns with approved plans and statutory standards.

What is Building Control and why do I need it?

It’s about protecting people in or about buildings by ensuring adequate regulation is placed on buildings being erected or adapted via the building control framework. It’s essential because it helps prevent structural failures, fire risks, and other hazards—keeping people safe and ensuring your building meets legal standards.

What is a Registered Building Control Approver (RBCA)?

An RBCA is a private-sector organisation, like JPI, that is officially registered and regulated by the HSE through the Building Safety Regulator (BSR) to carry out building control on non-Higher Risk Buildings. We employ Registered Building Inspectors (RBI’s) who are individually assessed, approved, and monitored by the BSR. Together, we carry out plan checks, site inspections, and issue Final Certificates to confirm compliance with the Building Regulations.

What’s the difference between Planning Permission and Building Control?

Planning Permission deals with design, layout, and land use. Building Control covers how the building is constructed—fire safety, structure, insulation, drainage, ventilation, etc. You often need both.

What is a Higher-Risk Building (HRB)?

An HRB is defined (by section 120 of the Building Act 1984) as a building in England that: Is at least 18m or 7 storeys in height or contains at least 2 residential units. Hospitals and care homes during construction also count.

Can we act as the Building Control Body on Higher-Risk Building (HRB’s)?

No. For High-Rise Buildings (HRBs), only the Building Safety Regulator (BSR) is authorised to carry out Building Control functions—including plan checking and site inspections. However, we can support you in achieving full Building Regulation compliance through our specialist consultancy services.

What’s the difference between the BSR, Local Authority Building Control (LABC), and Registered Building Control Approvers (RBCA’s)?

The Building Safety Regulator (BSR) oversees building control for Higher-Risk Buildings (HRBs), while Local Authorities and Registered Building Control Approvers (RBCAs) like us manage all other types of projects. RBCAs are private firms registered by the Health and Safety Executive (HSE) to carry out plan checks and site inspections. However, only the BSR and Local Authorities hold legal enforcement powers. Enforcement action may be taken if an RBCA has followed the necessary steps to ensure compliance but these have not been successful.

When should we appoint a Registered Building Control Approver (RBCA)?

You should appoint us as early as possible — ideally during the design stage. Early involvement helps us review plans, identify risks, and advise on compliance before you commit to construction, saving time and cost later. Check out our Building Regulation Advisory page for more details.

When should the Initial Notice be submitted?

The Initial Notice must be submitted before the commencement. It notifies the Local Authority that an RBCA like JPI will be handling building control — if it's not in place and works have reached legal commencement, we cannot legally proceed with inspections or approval.
